Was the goal really health care reform or to tax the poor and middle class all along?

I contend the real purpose for this legislation is to pass a giant tax on the poor and middle class without calling it a tax. Here is why. They have known since the 90’s a public option here is a no go but polarizing enough to get everyone to fight over it and not look at much else. They have known since a few years after Medicare that it was not cost effective and was going to balloon out of control after they were long out of office. They refused to add tort reform (which the CBO said will cut 50+ billion in costs). They refused to let people buy across state lines. There will be no public option (even if there was one it was going to have higher premiums according to the CBO). There will be no lowering of the age for medicare. All that does remain is that people are now going to be mandated to buy the insurance they couldn’t afford before or pay the government a penalty/tax of $700-$1200 at the end of the year. So I question you, was this their plot all along? They needed to raise taxes on the poor and middle class without it being called a tax because there are not enough rich people to go around. Do you agree or disagree with this theory?
