How would republican plans help someone with preexisting conditions?

Republicans keep claiming that if we eliminate state rules on health insurance(ie allow people to buy across state lines), reform medical malpractice, and allow small business to buy insurance together that this will result in fixing all of the problems of health care.

How?
How will doing just those three cover preexisting conditions?
How will that stop health insurance companies from delaying health care that could save a critically ill person?
How will it help the problems that aren’t being addressed?
