Are there any health care insurance available for a 22 year ancient without a job?

I know someone that has a heart condition called “Pericarditis”. It’s an inflammation around the heart. He doesn’t have a job or insurance, and is therefore tossed aside when he goes to the hospital. Aside from Medicare, is there any insurance plot available that might be able to help him. He also has bumps behind his head and has a headache everyday. When we last went to the doctor, they wouldn’t even check it. They just told him to check with his primary physician because they practically wanted him out of there. Any advice on the health care, or any advice about how serious this is with the bumps on behind his head. Any information would be greatly appreciated. Thank you.
